Yes, its a police officer riding Sasuke from Naruto like a pony. How did he get to enjoy a delicious carpet nap, you ask? Well, the story is that every year he visits Oni-Con and steals as much as he can from the dealer room. This is apparently the second time hes been arrested at this con. Honestly, it's suprising he got in a second time.
So, we don't recommend dressing as Sasuke at anime conventions, just in case! ...unless being arrested and sat on sounds fun. Yippee!
